Keizer police and five partner agencies served search warrants on three River Road North massage parlors on July 13, seizing more than $26,000 in cash and citing multiple workers in what investigators describe as an active prostitution and human trafficking probe.

The operation targeted Joy Foot Spa at 3789 River Rd. N, Silk Love at 4056 River Rd. N, and Nine Spa at 5175 River Rd. N after months of surveillance, according to a Keizer Police Department press release. The department worked alongside the Oregon Department of Justice, the Portland Police Bureau, the Marion County District Attorney's Office, the Oregon Board of Massage Therapists, and the nonprofit Safety Compass.

Online ads helped draw hundreds of men to the three businesses, the Keizertimes reported on July 22. One web page featured a photo of a nearly naked young woman alongside suggestive text.

Another promoted "sweet, sexy and hot Asian girls" in "beautiful, clean and comfortable single rooms."

At Joy Foot Spa, Haiting Sun, 38, of Bellevue, Washington, was cited for running an adult entertainment business, failing to secure building permits before remodeling, and solid waste violations.

A 52-year-old woman who had been living inside the business was cited for practicing massage without a license, a Class A misdemeanor in Oregon. No customers were present.

At Silk Love, two customers were detained and interviewed before being released without charges.

Two female workers, a 41-year-old Salem resident and a 39-year-old from California, were cited for unlicensed massage. Images covered the spa's windows at the time of the search, according to a Keizertimes photograph.

At Nine Spa, a 59-year-old worker who was also living in the business received the same citation and a warning for zoning violations.

Police treated the women contacted during the operation as potential trafficking victims, not suspects, and connected them with support services. No one has been arrested or charged with trafficking or prostitution. The investigation remains active as of Tuesday, July 22.

Keizer Police Chief Andrew Copeland said in the department's July 15 press release that the department treated the women with compassion and is focused on holding offenders accountable. He urged anyone with information about trafficking or exploitation to contact the Keizer Police Department.
